Extract Anchor Elements

Requirements

• Export extractAnchorElements(html) as named and default. Return exact source substrings for complete <a ...>...</a> elements in document order, preserving casing, quotes, whitespace, nested markup, and entities.
• Anchor tag names are case-insensitive. Accept anchors with or without href. Do not mistake tags such as abbr or aside for anchors. Closing tags may contain whitespace before the closing angle bracket.
• Handle single-quoted, double-quoted, and unquoted attribute values. Quoted attribute values may contain greater-than characters; inner content may span lines and contain ordinary nested elements or comments.
• Ignore anchor-looking text inside HTML comments or raw-text script, style, textarea, and title elements. Such content inside an actual anchor remains part of the returned substring.
• Exclude an opening anchor that has no closing anchor tag. Return an empty array when there are no complete anchors. Do not execute scripts, attach markup to the page, or normalize via outerHTML.
• This is a constrained lexical extraction exercise, not a complete HTML parser. Input tags/quotes/comments and raw-text regions are balanced except that an anchor may be unclosed. Nested anchors, self-closing anchors, malformed tags, template contents, and HTML error recovery are outside scope.
