Resumable Interval

Requirements

• Export resumableInterval(callback, delay, ...args) as named and default. Return an object with pause(), resume(), stop(), and a read-only isRunning boolean.
• Start automatically, calling callback first after delay milliseconds and then repeatedly. Forward args unchanged. The delay is an integer from 1 to 2147483647; otherwise throw RangeError without scheduling.
• pause cancels the pending tick and suspends calls. resume starts a new full delay rather than preserving a partially elapsed tick. Repeated pause or resume calls must not create duplicate timers.
• stop permanently cancels the interval; later resume calls have no effect. All controls are idempotent. Callback code may pause or stop its own interval.
• Keep intervals independent. Callback errors propagate from the timer task while future repetition remains scheduled. Long callback timing, exact wall-clock drift correction, and asynchronous callback coordination are outside scope.

Output: Resume waits 1000 ms for the next tick; stop permanently cancels further ticks.

Output: true while active; false after pause or stop.
