Rate Limiter

Requirements

• Export rateLimit(timestamps, limit, windowMs) as named and default. Input timestamps are finite, nonnegative milliseconds in nondecreasing order. Duplicate timestamps are allowed.
• Return one boolean per timestamp: true accepts that request; false rejects it. Process requests in input order.
• At time t, count previously accepted requests strictly newer than t - windowMs. Accept the current request only when that count is less than limit. A request exactly one full window old no longer counts.
• Rejected requests do not consume quota or extend the window. Same-time requests are evaluated sequentially. Return [] for empty input.
• limit must be a positive integer and windowMs must be positive and finite. Invalid configuration or timestamps throw RangeError. Validate the whole batch and do not mutate input.
• Use a moving queue head or equivalent approach with O(n) total processing. Avoid repeatedly scanning the full history or shifting an array for every request.
