Limit

Requirements

• Implement limit(callback, maxCalls). maxCalls must be a nonnegative safe integer; invalid limits throw RangeError. A non-function callback throws TypeError. Creation must not invoke the callback.
• Return a wrapper that invokes callback at most maxCalls times. Forward all arguments and the call-time this value. Each allowed call returns the original result by identity.
• Once exhausted, return the most recently completed successful callback result without invoking it again. Before any successful completion, return undefined. A zero budget never invokes callback.
• Count attempted invocations, including calls that throw. Consume a slot before invoking callback so recursive calls cannot exceed the budget. Propagate the exact thrown error. A failed call does not overwrite the last successful result.
• Keep budgets independent across wrappers. Promise results are cached as Promise objects immediately; do not await them, refund slots, or clone results. No reset or constructor support is required.

Output: 1, 2, 2; callback runs twice.
